PATNA: Bihar is on the verge of becoming probably the country’s first state to have an SMS-based monitoring system for various government

To be launched from December 15, the system would help the state government keep a tab on everyday progress in works related to National Rural Employment Guarantee Scheme, pension, bicycle/dress distribution, scholarship, roads/bridges, health, Integrated Child Development Scheme, Indira Awas Yojana (IAY) and welfare schemes for Mahadalits.

The field officials __ block development officers (BDOs), child development project officers, engineers, circle officers, doctors, those responsible for implementing NREGS __ would have to send an SMS every evening about the work done by them on the day. The number to which they have to send their SMSes is attached to the central server.

Using the convergence technology, the data received at the server would be converted into a graph which along with the block-wise data would be uploaded on the official website of the district concerned.

The field officials would have to send SMSes even if the achievement is nil. Like, if a BDO has not disbursed any amount under IAY on a day, s/he would have to send an SMS on that day, saying the achievement under IAY on the day is zero.

“Mobile numbers of all the field officials have been fed in the central server which would receive messages sent from only these numbers,” personnel and administrative reforms department principal secretary Dipak Kumar told TOI on Friday and added the SMS-based monitoring scheme has already been introduced in a few districts.

Ruling out the possibility of the field officials SMSing fabricated figures, Kumar said this would be just one of the tools to keep a tab on the works. The existing system of monitoring the progress made under different schemes would continue, he added.

The state government has decided to invite tenders to upgrade the existing interior decor of the 92-year-old Patna Museum.

Earlier, experts from the Integrated Design Service (IDS), National Institute of Design (Ahmedabad), had worked out a complete changeover of the existing design and arrangements of the museum’s lighting system and galleries to match international standards.

The state government is not likely to entrust this job to the NID in view of the involvement of a huge amount. According to official sources, the NID had submitted a proposal with a total estimated cost of Rs 14 crore.
Bihar’s culture secretary Vivek K Singh said: “We will invite fresh tenders to redesign the museum.” The NID has quoted a huge amount which is not feasible, Singh told TOI. The state government had spent a substantial amount on the visit of the NID experts to Patna last year. The state culture department had also organized a two-day workshop at the Patna Museum to take opinion of the experts.

“A major part of the time has already lapsed in this project. We will soon shortlist the firm to start the process of redesigning the museum,” an official said.

Last year, a three-member team of experts from the NID, had made an on-the-spot assessment of the Patna Museum. The team members — IDS chairman Anil Sinha, associate senior faculty, Inter-disciplinary Design Studies, Mihir Bholey and associate senior faculty in photography Deepak John Matthew — had spent two days here to prepare a road map on design and communication intervention of this project.

The team had also suggested to set up a separate corridor, “Bihar through the Ages”, on the pattern of a permanent exhibition of Nehru’s “Discovery of India” in Mumbai. The main idea was to acquaint visitors with the history of Bihar, right from the pre-historic period till Independence.

The team has visualized the construction of “History Wall’ with “Time Line” by delineating the history of Bihar at the proposed annexe building. The entrance of the annexe building is likely to be connected through an overhead foot bridge.

Bihar is India’s new miracle economy. In the five-year period between 2004-05 and 2008-09, Bihar’s GDP has grown by a stunning 11.03%, way beyond the definition of 7% growth for a “miracle economy”.

In this period, Bihar – traditionally a laggard state that actually saw a 5.15% negative growth in 2003-04 – is the second fastest growing state, just a shade behind Gujarat’s well-publicized growth of 11.05%.

The latest CSO data gives out this dramatic story of Bihar on steroids. This high growth period also coincides with Nitish Kumar taking up the reins as chief minister from Lalu Yadav. It can, therefore, be said that good governance can work miracles for even the most backward of states. Not just Bihar, most of the traditionally backward states, including Orissa, Uttarakhand, Uttar Pradesh, Chhattisgarh and Jharkhand, have done well in this period, indicating a more inclusive growth at an all-India level.

There is no official data on poverty beyond 2004-05. So, the CSO data on the economic growth of the states, highlighting the fact that five of India’s most backward states have grown at a rate beyond 7%, provides pointers to some kind of poverty mitigation. Apart from Bihar, the growth rate of the other four are: Uttarakhand 9.31%, Orissa 8.74% and Jharkhand 8.45%. The all-India growth during this period was 8.49%.
