PATNA: The next railway budget is likely to clear the mist of doubt over several ambitious projects of the railways in Bihar. Most of these projects sanctioned during former railway minister Lalu Prasad’s tenure could not be taken up for want of adequate funds or land availability.

These projects include Diesel Locomotive Factory at Marhaura (Rs 2,025 crore), Electric Locomotive Factory at Madhepura (Rs 1,400 crore), DEMU Maintenance Depot at Sonepur (Rs 15 crore), Goods Wagon Repair Workshop at Sonepur (Rs 92crore) and Wagon Repair Workshop at Samastipur (Rs 33 crore).

That apart , work on three mega bridges at Digha (Patna), Munger and Nirmali in north Bihar has been going on at tardy pace for one reason or another. Any further delay in execution of the railway projects in Bihar would upset the railway network in Bihar which has already been conceptualized as the ancillary zone of the Indian Railways, sources said, adding the railway ministry cannot ignore Bihar this time keeping in mind the fact that CM Nitish Kumar is keen to develop railway network in the state on priority basis. Besides, Nitish himself links railway development as part of the state s development, admitted an East Central Railway ( ECR) official.

The ECR, which has already submitted budget proposal to the Board, is hopeful of getting new trains like Patna-Tiruvanthapuram (Trivandrum ), a Duronto between Patna and New Delhi and Garib Raths between Patna and Bangalore, Sitamarhi and New Delhi and Darbhanga and Jammu Tavi, sources said.

The ECR has also proposed to increase frequency of several pairs of mail and express trains, including Patna-Ahmedabad , Darbhanga-Bangalore , Patna-Ajmer, Patna-Secunderabad and extension of Patna -Mathura up to Kota, sources said.

Patna would become a garbage-free city within six months. The government has acquired 77 acres of land on the city’s outskirts for garbage disposal, deputy chief minister Sushil Modi told the legislative council on Wednesday.

Replying to a question of Kedar Nath Pandey (CPI), Modi said the government has entrusted this task to a private firm since January 15 this year. Altogether 800 garbage boxes have to be placed at different points in the new capital area, of which 400 boxes have already been placed in ward no 1 to 9, he said.

The deputy CM, who is also incharge of the urban development department, said the government has introduced a mechanism for door-to-door collection of garbage for which a sum of Rs 15 is collected from each residence. For commercial premises, this ranges from Rs 50 to Rs 75.

“We target to make Patna a garbage-free city within six months. We are also introducing a system of deputing security guards at various city locations to ensure the garbage is dumped in boxes. We have given necessary instructions to the Patna Municipal Corporation in this regard,” Modi informed the House.

He admitted acute dearth of employees in the municipal corporation. No PMC employee would be removed because of outsourcing of certain services, he added.

Modi further said a similar move would be made for cleanliness in cities like Bhagalpur, Darbhanga, Muzaffarpur and Gaya. The tendering process for Muzaffarpur and Gaya has already been completed, he said.

Stressing the need for world peace Bihar Chief minister Mr. Nitish Kumar emphasized on the teachings of Gautam Buddha on non-violence & endorsed the relevance of the same in today’s scenario more than in the past. He was confident that differences of opinion between countries and societies could very well be sorted out through Buddha’s preaching.
On this occasion the chief minister announced that the Buddha Memorial Park near Patna railway station would be completed by mid-2010. The state government has planned to put the casket containing ashes of Lord Buddha on display at the park.

Atsuhiro Hariuchi, chairman of board of directors of CGC Group of Companies of Japan; Takao Morita, president of CGC, chief monk of Nipponzan Myohoji G Okonogi and Mahashweta Maharathi, secretary of Rajgir Buddha Vihar Society also spoke on the occasion.
