The railways has decided to run two weekly special trains between Dibrugarh-Chandigarh and Kamakhaya- Lucknow routes to clear rush of passenger during Holi and summer. These trains will run via Katihar- Barauni-Muzaffarpur-Hajipur and Gorakhpur to their respective destinations.

According to ECR CPRO Dilip Kumar, while the Dibrugarh-Chandigarh train ( 05903 -05904 ) will run from March 10 to July 2 , the Kamakhaya -Lucknow special (05013-05014) will run from April 19 to June 29 to cater to the needs of passengers. The Dibrugarh-Chandigarh train will have load combination of 19 bogies, including AC-2 , AC-3, sleeper, general class and brake van, while the Kamakhaya-Lucknow train will have load combination of 16 bogies, including AC-3, sleeper and general class, he said.

The CPRO said that the Dibrugarh-Chandigarh special will run on every Thursday from Dibrugarh and on every Saturday from Chandigarh on its return journey. Similarly, the Kamakhaya -Lucknow train will run on every Wednesday from Kamakhaya and on every Tuesday from Lucknow, he said, adding fares of these two trains will be the same as that of mail and express trains.

Most of the passengers, who had come to board trains at Patna Junction and Danapur station, appeared to be in an upbeat mood even before the presentation of the railway budget for 2011-12. They remained glued to TV sets on railway platforms to watch the presentation of budget by railway minister Mamata Banerjee on Friday.

These passengers were greatly relieved that there was no proposal to hike passenger fare this time as well. Instead, the budget proposed to reduce the e-ticketing charge from Rs 20 to Rs 10 in AC class and Rs 10 to Rs 5 in sleeper class per ticket. They, however, expressed disappointment that the budget did not mention introduction of a new Duronto train between the crowded Patna-Delhi or Patna-Mumbai routes to fulfil the needs of passengers. The railway minister instead announced a new Duronto between Shalimar (Kolkata) and Patna which would hardly give any relief to the passengers, they said.

Prof U K Singh, Amit, Sita Ram Singh and A N Sinha praised the budget describing it as safety-oriented and progressive. They, however, maintained that Patna still needed superfast trains like Duronto linking it directly to Delhi, Lucknow, Chennai and Jaipur. According to these passengers, Banerjee must ensure availability of pantry cars in each mail and express train so that passengers get fresh and quality food on running trains during journey. Frequency of the Patna-Ajmer Ziyarat Express, Patna-Jammu Archana Express and many other long-distance trains should have been increased to cope with rush of passengers, they said.

A senior official of Danapur railway division, however, welcomed the announcement of the railway minister to set up a mechanized laundry plant at Danapur.

Senior citizens appreciated the railway minister’s move to reduce senior citizen’s age from 60 years to 58 years to avail concession facility from 30 to 40% now. A housewife, Abha Johari, demanded that Banerjee must provide adequate security to women passengers travelling in long-distance trains.

South Indians living in Patna were disappointed that the railway minister did not provide a direct connectivity between Patna and Kanyakumari via Thiruvananthapuram. This has been their long-standing demand

PATNA: The next railway budget is likely to clear the mist of doubt over several ambitious projects of the railways in Bihar. Most of these projects sanctioned during former railway minister Lalu Prasad’s tenure could not be taken up for want of adequate funds or land availability.

These projects include Diesel Locomotive Factory at Marhaura (Rs 2,025 crore), Electric Locomotive Factory at Madhepura (Rs 1,400 crore), DEMU Maintenance Depot at Sonepur (Rs 15 crore), Goods Wagon Repair Workshop at Sonepur (Rs 92crore) and Wagon Repair Workshop at Samastipur (Rs 33 crore).

That apart , work on three mega bridges at Digha (Patna), Munger and Nirmali in north Bihar has been going on at tardy pace for one reason or another. However, the railways has made satisfactory progress at the Wheel Factory at Chhapra and Coach Maintenance Workshop, Harnaut, in Nalanda district. These two major projects would be completed this year bringing Bihar on the map of the Indian Railways as a hub of railway network.

According to a former technical expert of the railways, G N Sahay, though the cash-strapped railways would find it difficult to complete these projects in about two to three years, Railway Board chairman Vivek Sahai s recent announcement that at least two locomotive projects in Bihar would be completed on public-private partnership (PPP basis must be appreciated. But the moot question is what would be the fate of these projects if none (private companies) turns up for PPP mode in Bihar, Sahay said.

Any further delay in execution of the railway projects in Bihar would upset the railway network in Bihar which has already been conceptualized as the ancillary zone of the Indian Railways, sources said, adding the railway ministry cannot ignore Bihar this time keeping in mind the fact that CM Nitish Kumar is keen to develop railway network in the state on priority basis. Besides, Nitish himself links railway development as part of the state s development, admitted an East Central Railway ( ECR) official.

The ECR, which has already submitted budget proposal to the Board, is hopeful of getting new trains like Patna-Tiruvanthapuram (Trivandrum ), a Duronto between Patna and New Delhi and Garib Raths between Patna and Bangalore, Sitamarhi and New Delhi and Darbhanga and Jammu Tavi, sources said.

The ECR has also proposed to increase frequency of several pairs of mail and express trains, including Patna-Ahmedabad , Darbhanga-Bangalore , Patna-Ajmer, Patna-Secunderabad and extension of Patna -Mathura up to Kota, sources said.
